Since its inception in 1991, the NHS Executive Research and Development Strategy has aimed to “secure a knowledge-based health service” and “maximise the effectiveness, efficiency and appropriateness of patient services” where “clinical, managerial and policy decisions are based on sound and pertinent information and research findings and technological advance.” (NHS Management Executive, 1991).
