More than a fifth of NHS staff come from black or minority ethnic backgrounds, but Workforce Race Equality Standard data shows they are under-represented in senior positions; while 30% of band 5 staff are from ethnic minorities, only 16% of band 7s are, and just 9% of senior managers.
